Asbestos was a significant concern in planning Jacksonville Laboratory Porter Building renovations. As two floors were being renovated, the remaining space would remain open. The indoor air quality could not be compromised, especially when workers, staff might otherwise face a risk of asbestos contamination.
In an initial walkthrough, ecoPreserve’s trained and certified specialists collected samples of potentially hazardous materials. The surfaces examined included floors, sidewalls, and ceilings. The specialists collected samples of insulation, flooring, wall coverings, and ceiling surfaces. Laboratory analysis of the collected samples revealed which materials contained asbestos. That information, including locations of the collected materials, was documented, providing essential guidelines for abatement planning.
Today, ecoPreserve provides qualified abatement supervision. This includes preparing a final abatement report for presentation to the Florida Department of Health.
Even during the extensive renovations on two floors, laboratory employees and the public have continued access to other areas of the building. With ongoing analysis and supervised abatement, the indoor air quality remains safe, free of the carcinogenic hazards of asbestos.
The Baseline Property Condition Assessments described in ASTM E2018-15 do not specify consideration of infectious disease transmission concerns. In a pandemic and post-pandemic environment, that inspection and documentation is essential.
Buildings open to the public must comply with local regulations. For best results and greatest public acceptance, any planning for building repairs and maintenance should not overlook current CDC and NIH guidelines.
