Contamination in the recycling collected from Orange County’s 1.1 million residents was approaching a 15% threshold. Any greater percentage of non-recyclable materials, waste, or dirt collected at curbside would trigger rejection at a Materials Recovery Facility. Truckloads of rejected recycling might be sent to a landfill.
To avoid more accumulated waste and transport expense, Orange County Government initiated an audit and education program, led by MSW Consultants, who brought in ecoPreserve as subcontractor.
ecoPreserve’s recycling audit team visually audited recycling bin contents across the county, bin-by-bin. Hangtags were placed on any of the blue-lidded bins where contaminated materials were found. On those tags, graphics and text explained which contents should have instead gone into a green-lidded trash bin. Team members shared best recycling practices with residents. At the same time, essential data was collected to monitor improvement resulting from the Recycling Quality Improvement Program.
The Baseline Property Condition Assessments described in ASTM E2018-15 do not specify consideration of infectious disease transmission concerns. In a pandemic and post-pandemic environment, that inspection and documentation is essential.
